What actually drives the number
Washing, scraping, filling and priming. A wall that is sound needs washing and coating. A wall with failing paint, open joints and rotten trim ends needs all of it, and that is where the hours go.
It is also why quotes vary so widely for what looks like the same house. One painter priced the preparation and one did not.
You may not need the whole house
South and west elevations fail first, because sun breaks the coating down from above while moisture pushes it off from behind. North-facing walls often have years left when the south wall has none.
We quote elevation by elevation for that reason. It is frequently a much smaller number than people arrived expecting.
Timing changes the price too
Georgia summers give short recoat windows and long drying days. Spring and autumn are easier to schedule and easier to do properly, and a job that is not fighting the weather takes fewer hours.
